How to Create a Packing List for International Shipments
An export packing list has specific requirements that differ from domestic use. Customs will compare it against your commercial invoice line by line โ here is how to get it right.
Why the Export Packing List Is Different
A domestic packing list is primarily an operational document โ it helps warehouse staff, carriers, and receivers manage the physical shipment. An export packing list serves all of those purposes but adds a critical compliance layer: it is examined by customs authorities at the port of export (and often at the destination) and must align precisely with the commercial invoice, the airway bill (for air cargo), or the bill of lading (for ocean freight).
In India, the packing list is required as an attachment when filing the shipping billon the ICEGATE portal. Without it, the shipping bill cannot be processed and the goods cannot be exported.
Required Fields for an Export Packing List
An internationally compliant export packing list must include the following:
- Exporter details: Full name, address, IEC (Importer Exporter Code) for Indian exporters, and contact information.
- Consignee details: The recipient's full name, address, and country.
- Notify party: If different from the consignee (common when a freight agent handles clearance at destination).
- Shipper / freight forwarder details if applicable.
- Vessel or flight details: Vessel name (for sea), flight number (for air), container number(s), and port of loading / port of discharge.
- Packing list number and date: Must match the date on the commercial invoice.
- Invoice reference: The commercial invoice number this packing list corresponds to.
- Marks and numbers: Shipping marks (labels on cartons identifying the consignment), carton numbers.
- Description of goods: Item name, model/SKU, and specification for each line item.
- HS code (Harmonised System code): Mandatory for customs classification. Use 8-digit HS codes for Indian exports (first 6 digits are the international standard; India adds 2 more digits).
- Quantity per carton and total quantity per item.
- Net weight per carton (goods only, excluding packaging) and total net weight.
- Gross weight per carton (goods plus packaging) and total gross weight.
- Dimensions per carton (length ร width ร height, in centimetres or inches).
- Total carton count, total net weight, total gross weight, total volume (CBM).
How Customs Uses the Packing List
At the port of export, customs officers may physically examine a shipment. Their first step is to compare the packing list against the commercial invoice: do the item descriptions match? Do the quantities match? Do the HS codes on the packing list correspond to what is declared on the invoice?
At the destination country, import customs performs the same check. A discrepancy โ even a small one, such as "200 units" on the invoice but "198 units" on the packing list โ can trigger a full physical examination, delays measured in days or weeks, and potential penalties for mis-declaration.
Common Errors That Cause Customs Delays
- Quantity mismatch with the invoice: The most common error. The packing list must show the same total quantities as the commercial invoice.
- Missing or incorrect HS codes: HS codes determine the duty rate at the destination. A wrong code can result in under- or over-payment of duty and potential penalties.
- Weight inconsistencies: If the gross weight on the packing list differs from what is declared on the bill of lading or airway bill, customs will flag it.
- Vague descriptions: "General merchandise" or "assorted goods" will trigger a physical examination. Specific, accurate descriptions are essential.
- Date mismatch: The packing list, commercial invoice, and shipping documents should all be consistent in dates.

When filing the shipping bill on ICEGATE (India's customs portal), exporters upload the packing list alongside the commercial invoice, packing declaration, and IEC details. The shipping bill system cross-checks the data. For exports under GST, the IGST refund claim (for zero-rated exports) is also tied to the accuracy of the shipping bill โ which depends on the accuracy of the packing list and invoice.
